Dr. Muhammad Al-Khayat, CEO of the New and Renewable Energy Development Authority (NERA), said that renewable energy projects contribute greatly to opening new horizons for investors, as the implementation of renewable energy projects no longer depends on the production of clean and sustainable electric energy only. Rather, the uses of renewable energy have become part of a large project that is included in the mechanisms for achieving sustainable development goals, referring to Egypt’s 2035 vision, in which renewable energy plays a pivotal role in its implementation, as it is based on building a competitive and diversified economy within the framework of sustainable development, and this role is increasing, if not less. Importance in the integrated and sustainable energy strategy until 2035 launched by the Ministry of Electricity and Renewable Energy in 2015.

The CEO of the New and Renewable Energy Development Authority NERA confirmed that it is expected that 300 to 400 megabytes will be added to the total electrical capacities produced from renewable energy projects on the national grid for electricity transmission in Egypt during the current year 2022, in addition to other projects under development. It is expected that by 2023-2024, the electric capacities produced from renewable energies in the energy mix will exceed 10,000 megabytes.

Dr. Mohamed El-Khayat told Al-Dustour that one of the important factors in the Egyptian state's direction towards achieving sustainable development within Egypt's Vision 2030 is the field of renewable energy, which works to reduce carbon emissions and switch to clean and sustainable energy, and in order to achieve the goals of the Egyptian vision. Two main factors are being worked on, namely; The first: implementing renewable energy projects, and the second: improving energy efficiency.

Competitive prices for renewable energies

The CEO of the New and Renewable Energy Authority explained that with regard to renewable energy projects, and the severe price drops that this field witnessed, while keeping pace with the progress of technology related to the renewable energy industry, the electric energy produced from various technologies, especially solar cells, at competitive prices with other industries. resources, which enabled the spread of renewable energy projects.

The head of the Renewable Energy Development Authority explained that the spread of renewable energy projects during the year 2021 reached the installation of 120,000 megabytes of solar cells as projects that were installed within one year worldwide, while the total global capacity reached 750,000 megabytes, explaining that for wind energy, Installing about 90,000 megabytes, while the total is 740,000 megabytes globally.

Dr. Al-Khayyat pointed out that the significant increase in the various technologies witnessed by the renewable energy industry, at the same time contributes to accelerating the decline in the prices of renewable energies, and also mixes with the mix of electric energy in different countries, thus increasing reliance on it as a clean and sustainable alternative to traditional energy.

Future shift and new horizons

The President of Renewable Energy stressed that such a development in renewable energy technologies results in a future shift in renewable energy projects, which may contribute to opening new horizons for renewable energy investors, as it contributes to developing the projects they are implementing, as it is not limited to the production of electric power using energy technologies. Rather, renewable energy will be part of a large project that investors are working on.

Green hydrogen and water desalination

Dr. Al-Khayat gave an example of developing the vision of investors in renewable energy projects, with water desalination projects, part of which has become the use of renewable energy, so that electric energy is used in a desalination plant from renewable energy, or projects for the production of ammonia, green hydrogen, or the conversion of cars that run on fossil fuels. To electric cars, or waste recycling projects from dense and medium-intensity industries.

COP27 preparations and incentives to support renewable energy projects

For its part, the Ministry of Electricity and Renewable Energy, headed by Dr. Mohamed Shaker, Minister of Electricity, and under the guidance of the political leadership regarding the transformation of Sharm El-Sheikh into a green city, announced the approval of granting some incentives to encourage projects for the production of electricity from solar energy using net metering and self-consumption systems on the occasion of the hosting of the Conference of Parties by the Arab Republic of Egypt "COP27" in Sharm El-Sheikh in November of this year.

This requires support and encouragement of projects for the production of electrical energy from solar energy in the net-metering and self-consumption systems, which contributes to preparing for hosting the conference by transforming the city of Sharm El-Sheikh to rely on clean and green energy in particular, as well as expanding the installation of solar panels on rooftops in all sectors, whether residential. Or hotel, government, industrial, commercial and others in general at the state level.

The Ministry of Electricity and Renewable Energy initiated a proposal to grant some incentives to encourage projects to produce electricity from solar energy in the two systems of net metering and self-consumption, and they were presented to the Board of Directors of the Electricity Utility and Consumer Protection Regulatory Agency in its session held on February 24, 2022, which agreed to approve and enforce these incentives and published them on the website The electronic device is the following:

Allow contracting with the net metering system without specifying a percentage of the maximum load for the distribution company. Raising the limit of capacities allowed to be contracted with the net metering system at the level of the Republic from 300 megawatts to 1000 megawatts. Raising the exemption limit from the merger fee for net metering and self-consumption projects from 500 kilowatts to 1000 kilowatts.

The agency's board of directors, headed by Dr. Mohamed Shaker, Minister of Electricity and Renewable Energy, also approved the regulatory rules for working in the field of charging cars and electric vehicles, and they were published on the agency's website to work with them.

These important decisions taken by the Agency's Board of Directors come within the framework of the state's actions towards the transition to clean energy and to encourage citizens and investors to implement their projects in the field of renewable energies.

Consistency of vision towards 2035

Emphasizing the consistency of the Ministry of Electricity’s visions with the path of the Egyptian State’s Vision 2030, the electricity sector has completed its steps towards building on one of the pillars of achieving sustainable development and the transition to clean energy, using modern and rapidly developing technological techniques in the field of solar energy, given the economic and environmental benefits of this industry on the The Egyptian economy, and many benefits to all fields related to this industry.

In 2016, the Prime Minister’s Decision No. 214 of 2016 was issued regarding the adoption of the proposed plan document for the advancement of the solar energy sector in Egypt until 2021/2022. The document includes two parts, the first part of which includes the general framework of the plan, the main axes and work programs, and the methodology for preparing it in accordance with the strategies National.

In October 2018, a meeting of the Supreme Energy Council was held at the headquarters of the Ministry of Electricity and Renewable Energy, led by Dr. Mohamed Shaker, Minister of Electricity and Renewable Energy, and reviewed the plan for sustainable electric energy in the solar energy sector, and the national plan to improve the efficiency of electric energy, and the first plan dealt with the start of formulating a national plan to advance the energy sector The second plan dealt with the extent of Egypt’s readiness to advance the solar energy sector, presenting the available energy sources in Egypt, and the mixture used in the initial and final energy consumption, in addition to the challenges faced by the sector to achieve its effectiveness in serving development in Egypt. This plan is for the reality of the electricity and renewable energy sector, the strategies, policies and mechanisms followed and planned to develop the sector’s effectiveness and stimulate work in the field of renewable energy, as well as legislative frameworks and related development.

The Egyptian state began implementing its plan to establish the largest and largest project in the world at the time in the field of solar energy, which was known as the solar farm in the city of Benban, west of Aswan, which included about 40 stations on which many specialized companies and international alliances were established to produce electric power using renewable energy technologies with about 2,000 megawatts. .

The Egyptian strategy included goals and programs to develop the energy sector and achieve its sustainability within the framework of the sustainable development strategy, Egypt Vision 2030, the Integrated and Sustainable Energy Strategy in Egypt “2016-2035”, and what is related to the UN Sustainable Development Goals and the Paris Agreement on Climate Change.

The strategy document included a presentation of the global and interregional development of renewable energy technologies, systems and markets during 2015 and 2016, with a special focus on the most widely applied solar energy technologies and systems, and the development of the installed capacities of them, in addition to the investments and job opportunities provided by the development of these systems.

It also presents the potentials and regional activities in the field of solar energy for each of the Arab region and the African continent, with a reference to regional and international cooperation programs in the two regions, especially those that can contribute to supporting Egypt's regional role in the two regions.

It also analyzes the regional and local capabilities of manufacturing solar energy equipment and implementing its systems, and includes determining the requirements for establishing the local industry and potential obstacles to that, while reviewing the capabilities available in the Arab and African regions in the fields of manufacturing system components, studies, consultancy work and related executive contracting.

With regard to the national plan to improve electrical energy efficiency: The plan is the second plan to improve electrical energy efficiency 2018/2019 - 2021/2022 for the Arab Republic of Egypt, and it was taken into account that it is in accordance with the requirements of the Arab guiding framework for energy efficiency. The challenges faced in implementing the previous plan 2012-2015 were taken into consideration to ensure the achievement of the desired results. The plan also adhered to the energy strategy for Egypt until 2035 and was approved by the Supreme Council of Energy in October 2016.

This strategy is based on five main axes: securing energy supply, sustainability, institutional development and governance for electricity companies, creating a competitive market for electricity, reducing carbon emissions and mitigating the impact of climate change.
